digital content service via mobile network
Ministry of Communication and Information has just enacted Regulation No. 9/2017 dated 24 Jan 2017 which provides some rules for content provider services via mobile network (Penyelenggaraan Jasa Penyediaan Konten pada jaringan bergerak seluler).

- Under this regulation, “Content” is defined as any type of information in digital form which can be manifested in writing , graphics, sound, and animation or any combination thereof including software application for downloading (Konten adalah semua bentuk informasi yang dapat berupa tulisan, gambar , suara, animasi atau kombinasi dari semuanya dalam bentuk digital, termasuk software aplikasi untuk diunduh). And that the “Content Provider” is defined as a party who provides Content and is responsible over such Content.
- The business of Content services provider is classified under KBLI No. 61925 of the Indonesian Standard Business Classification (KBLI), BPS Regulation No. 19/2017 dated 21 February 2017, with the following description:
The group of content service provider through mobile networking or local fixed networking in wireless with limited mobility (Jasa penyedia konten melalui jaringan bergerak seluler atau jaringan tetap local tanpa kabel dengan mobilitas terbatas) encompass service to provide content through mobile cellular networking or local fixed network in wireless with limited mobility which payment through deduction of prepaid deposit or through phone’s bill for postpaid mobile phone’s subscriber (Kelompok ini mencakup usaha jasa untuk menyediakan konten melalui jaringan bergerak seluler atau jaringan tetap lokal tanpa kabel dengan mobilitas terbatas yang pembebanan biayanya melalui pengurangan deposit prabayar atau tagihan telepon pascabayar pelanggan jaringan bergerak seluler
- The business of Content services provider can be carried out by an entity with limited liability company either domestic investment or foreign investment with foreign ownership at maximum of 67%. This business requires principle license, operational performance testing (Uji Laik Operasi) and Operational license (Izin Penyelenggaraan) from the Ministry of Communication and Information.
